0402(1)(b) Outdoor playground was licensed to provide opportunity for children's gross motor development. Center's playground was not approved by DCYF as a classroom to meet children's various needs such as resting, bathroom usage, and healthy eating practice. Staff confirmed that a group of children were cared outside for long hours "on Wednesdays" without access to a designated classroom. Staff also confirmed that staff was not able to take children inside when children requested to go inside. Multiple staff members confirmed that all indoor classrooms at this facility were occupied by other groups of children at the time of the reported intake. It was confirmed that the outdoor group of mixed school age and preschool children did not have access to a designated classroom for their age group during operating hours. The facility was not approved with a waiver for an alternate plan to have an additional group of children using the outside licensed space as a classroom.
